    Julie Blackburn is Dr. Harum’s Patient Liaison. Julie, originally from upstate New York, has lived in Wilmington almost 13 years. Before joining the team at the Clinic for Special Children, she was a Spanish and French elementary school teacher. From there, Julie pursued a career as a Case Manager and an Intensive in-Home Qualified Professional, serving children and adults with developmental disabilities and mental health diagnoses. Julie’s extensive experience in these populations complements the work of Dr. Harum as she is familiar of the struggles that our children and families face daily. Julie works alongside Dr. Harum in clinic visits and beyond by instructing parents regarding treatment protocol, answering any questions families may have and following them through their child’s treatment in an individualized manner. She also provides nutritional counseling, parent education and behavior modification techniques specific to the patient’s diagnoses. Also, she assists families to services and supports, as needed, and advocates for children with special needs in the community. As a Spanish speaker, Julie is able to serve the children of the Spanish community.
